The Government of Kerala through KASE has set up Indian Institute of Infrastructure and Construction (IIIC) at Chavara, Kollam, which is of international standards with the aim of offering high end courses in Construction Engineering and Management and also providing skill training for workforce ranging from
Indian Institute of Infrastructure and Construction (IIIC) at Chavara, Kollam, the institute is being built on a 9.02 acres (36,500 m2) campus along the NH-66, near Chavara in Kollam Metropolitan Area. KASE has developed a Master Plan and detailed design for the campus with 235,100 square feet (21,800 m2) of facilities including an administrative block, training block, canteen and substation, etc. Total estimated project cost is Rs. 100 Crores. The Main Building is 1.5 lakh square feet and has 38 classrooms, 10 office rooms, canteen etc. The hostel Building is 35,000 square feet with 54 rooms, Canteen etc.

Taking into account the importance of skill development, the Government of Kerala is implementing many skill development programmes so as to reduce the skill gap and to promote employability. The Kerala Academy for Skills Excellence along with the Uralungal Labour Contract Co-operative Society Ltd. is involved in implementing appropriate skill development programmes through the newly established Indian Institute of Infrastructure and Construction at Chavara, Kollam to offer customised skill development programmes.

ULCCS in association with Kerala Academy for skills excellence is in the process of reducing skill gap among unemployed youths through Indian Institute of Infrastructure and Construction. The objective of IIIC is to provide world class skill development programmes and promote employability with the help of institutions of repute within the country and abroad. Even though Kerala is a totally literate state huge skill gap exists among students, graduates and diploma holders. Although the state is far ahead of the national average in many aspects of development such as literacy, increasing gross enrolment ratio at higher education level, access to healthcare, etc., there is a huge deficiency in the skill development front. Hence, it is the need of the hour to set up a high-quality, world class skill development academy with the objective of providing skill-based training to the youth. The stakeholders will be of different levels of qualification as prescribed by the National Occupational Standards (NOS).
ULCCS’s skill initiatives will surely position Indian Institute of Infrastructure and Construction to a global level. It will offer courses based on the interest, aptitude and goal of the student with appropriate industry interface. The semi-skilled segment is expected to emerge as the largest category of supply and accounts for 11.3 Lakhs or 36% of the incremental workforce closely followed by minimally skilled workforce (35% of the incremental workforce). While this employee segment would have undergone some skill-based training post schooling, to ensure their employability, this training has to be aligned to the industry demands. Also, the training should be augmented with non-technical skills like soft skills, life skills, etc. since most of the new entrants are expected to be absorbed in the services sector.
IIIC is a unique opportunity for both experienced and upcoming workforce in the Civil Engineering field to top-up and leverages the expertise required to be job-ready in the construction industry. The tie-ups IIIC has with European Universities will further help in securing global placements in major corporations reiterating the intellectual capital and skills of Keralites in the international job arena. Across the World, skill developing is emerging as one of the potential catalysts for augmenting employability. Recent study reports done by Deloitte for National Skill Development Corporation (NSDC) reveals that the population of Kerala is expected to increase up to 358 lakhs in 2022. The estimated incremental manpower supply in Kerala by 2022 will be around 31.2 lakhs. Incremental manpower supply can be further classified into skilled, semi-skilled and minimally- skilled as per education qualifications and estimated output of educational and vocational training institutes in the state. At time automation is acquiring momentum across the globe with spectacular growth in the services sector, IIIC can play a key role in this sector.
I feel privileged and honored to be in IIIC as Director and thereby be a part of the journey towards Skill India. Human Capital is one of the biggest investments of any industry. It is important that skills development and other investments comprise one of the factors necessary for productivity and growth. Continued improvement of productivity is also a condition for competitiveness and economic growth and therefore poverty reduction. As a country, we indeed face the possibility of a ‘skill divide’, which will be even more threatening to our development prospects than the ‘digital divide’.
